Governance

CDSPI has 10 members which consist of nine provincial dental associations and the Canadian Dental Association. Its Board of Directors includes: Mr. L. R. Best (Chairman), Dr. J. Williams (Vice-Chairman), Dr. R. S. Beaton, Dr. Wayne A. Chou, Dr. T. C. Larder, Dr. R. Sullivan and Mr. M. S. Orr.

Through an Administration Agreement approved by the CDA and CDSPI Boards, the CDA assigns the administration of the Canadian Dentists’ Insurance Program and the Canadian Dentists’ Investment Program to a third party organization (CDSPI).

Meet the Board


Mr. Lyle. R. Best C.M., A.L.H.C. (Chairman)

Lyle R. Best C.M., A.L.H.C. is a veteran of more than thirty years in the Employee and Group Benefits Insurance industry. Lyle is an honorary member of the Alberta Dental Association and College, was inducted into the Alberta Business Hall of Fame in 2006 and was an Ernst and Young Entrepreneur of the Year finalist in 2006 and 2007. Mr. Best was named Edmonton’s Businessman of the year in 2005. In 2008, he was named a Member of the Order of Canada in recognition of his leadership as a fundraiser, mentor and volunteer with numerous charitable, sports and community organizations.

He is a Senator at the University of Alberta and is the Senate liaison to the Faculty of Medicine and Dentistry as well as being a member of the admissions committee for Dentistry and Hygiene. At the Senate he chairs the nominating committee and is a member of the honorary degrees committee.

Lyle is the Co Chair of the Management Sciences advisory board of Concordia University and has been an executive in residence of the Rotman School of Business and the Institute of Corporate Directors governance essentials program in 2006 and 2007. He is a member of the Presidents advisory counsel of the Northern Alberta Institute of Technology and is a Regent at Grant Mac Ewan Community College. In 2004 Venture magazine named Lyle one of Alberta’s 50 most influential people. He is an associate member of and the Executive Director of the Edmonton Oilers Alumni Association.

Mr. Best serves on numerous corporate and not for profit boards across Canada and around the world. Most recently Lyle has turned his attention to redevelopment efforts in Afghanistan and Iraq serving as a Director of Peace Dividend Trust, an NGO based in Ottawa, Great Britain and China.

Mr. Best joined the Board at CDSPI’s annual meeting in September of 1998. Formerly Vice-Chairman of the Board, in May 2004 he became the first non-dentist chairman in the history of CDSPI. He is President and CEO of a large national health plan administrator.


Dr. Jeff Williams (Vice-Chairman)

Dr. Williams joined the Board at CDSPI’s Annual General Meeting in May, 2003. Dr. Williams was in private practice for over 10 years and is now an associate with ROI Corporation, a national dental practice appraisal, brokerage and consulting firm.  He is also an Editorial Consultant to the Journal of the Canadian Dental Association.  Dr. Williams holds a Master of Business Administration from Saint Mary’s University and was a consultant for TriProv Practice Management Advisors when the company was operational. He is a licensed Realtor® in Nova Scotia and a member of the CDA and NSDA. He serves his community through his position on the Chignecto-Central Regional School Board.


Dr. Ron. S. Beaton

Dr. Beaton graduated with a DDS from Dalhousie in 1975. In 1989 he received a fellowship in the International College of Cranio Mandibular Orthopedics. He is past chairman of the BCDA Practice Management Committee, and member of the Economics Committee. Although currently not practicing, is a member of the BCDA and CDA.

In 1985 he studied business management through the Dale Carnegie Management Seminars. In 1996 he became a Chartered Financial Planner through the Canadian Institute of Financial Planning where he studied insurance and investments. He is currently president of Rokadent Consulting, providing private fee-for-service retirement planning for dentists. He has given numerous presentations to dental audiences on the subjects of practice management and financial planning.

Dr. Beaton has been on the board of CDSPI since Oct, 1999. He has had years of board experience serving on many community boards. Currently, he is vice-chair of the hospice society in his community. He is a student of good corporate governance and a member of the Institute of Corporate Directors.


Dr. Chou
Dr. Wayne A. Chou

Dr. Wayne Chou was elected to CDSPI’s Board at the company’s Annual General Meeting in May, 2007. He is a voting member of the CDA’s General Assembly, a member of the BC Dental Association’s Nominations and Awards Committee, and in the past served as a representative of the CDA’s Board of Governors. A UBC Faculty of Dentistry graduate, Dr. Chou operates a dental practice in Vancouver, B.C.  



Dr. Tom C. Larder

Dr. Larder has been a member of CDSPI’s Board of Directors since 1995 — including serving as the Board’s Chairman for five years. He stepped down from the position of Chairman in 2004 and was honoured by the Board with the title Chairman Emeritus.
 
A graduate of St. Francis Xavier University and Dalhousie University’s Faculty of Dentistry, Dr. Larder also holds a Certificate in Endodontics from Tufts University School of Dental Medicine. He later served as an Assistant Professor of Endodontics at Dalhousie University.
 
Over the past 25 years, Dr. Larder has accumulated a vast amount of experience from sitting on many corporate boards, as well as serving as a consultant to firms from across North America. A former president of the Nova Scotia Dental Association, Dr. Larder has been a registered insurance agent in that province since 1995.



Dr. Robert J. Sullivan

Dr. Sullivan joined the Board in May 2004. Currently he practices in Orillia, Ontario and is on staff at Soldiers' Memorial Hospital. He is also on the faculty of Georgian College’s Dental Assisting Program.
 
He is the secretary of the Orillia Dental Association, and a member of the Advisory Committee of the Georgian College Dental Program.  He is also on the Orillia YMCA Fund Raising Committee.
 
For the Ontario Dental Association, he was chairman of the Economics of Practice Committee and has served on the Insurance Committee, the Fee Guide Committee and the Board of Governors. He received the Distinguished Service Award and the Barnabus Day Award from the ODA. He has also served as President of the Muskoka Simcoe Dental Society.  
 
Dr. Sullivan has a B.Sc. and a D.D.S. from the University of Toronto.



Mr. Mitch S. Orr

Mr. Orr joined the Board at CDSPI’s Annual General Meeting in May 2001. Mr. Orr is a Senior Wealth Advisor and Director, Wealth Management with ScotiaMcLeod. Mr. Orr is a Certified Financial Planner (CFP), Certified Management Accountant (CMA) and holds an honours degree in business administration from the Richard Ivey School of Business at the University of Western Ontario. He also holds the prestigious Certified Investment Management Analyst (CIMA) designation offered through IMCA and the Wharton School at the University of Pennsylvania and recently completed the Retirement Strategist (RS) designation. Mr. Orr also serves on the board for the Diabetes Flame of Hope Golf Tournament in London.
